Planning, Programming & Budgeting System (“PPBS”)
To optimize the expenditure of public funds, the Planning, Programming & Budgeting System (“PPBS”) was developed to improve the operational effectiveness of state agency programs and the effectiveness of agency budgeting. The Department of Budget & Finance is responsible for implementing PPBS to ensure that program plans and objectives, budget requests, and agency performance are in accordance with the State’s financial, program and policy goals. The budget instructions state that the agencies in submitting their budget requests must indicate how the budget request conforms to the goals, objectives, policies and priority guidelines of the Hawai‘i State Plan.print this page | download this section (PDF)download full plan (PDF)
